developing and maintaining in-house solutions, this position may also manage products being delivered
by external software vendors. This position will be responsible for managing and balancing the
workload and resources of multiple projects and teams. Through leadership and guidance, s/he will
manage an application development or support team and collaborate and build strong partnerships
across departments with assigned subject matter experts, business analysts, testers and internal
business leaders to deliver complete solutions.
This position will create and manage project schedules, identify and manage technical resources,
identify and mitigate potential risks, and communicate goals and updates to project stakeholders. The
Project Manager will also organize and run project team meetings, keep team members apprised of
priorities and deadlines, develop, motivate technical resources, and ensure project goals are clear within
and outside the team.
Primary Responsibilities and Duties:
? As the primary point of contact on assigned projects, perform a variety of highly skilled project
management activities to ensure that efforts are delivered on time and adhere to high quality
standards that meet client and management expectations. Develop and maintain the project
plan to manage end to end project activities and interdependencies, define and manage the
project scope, milestones, schedules, budgets, resources, and costs. Identify and present
implementation plans to mitigate risks. Coordinate schedules of staff and other interested
parties and resources. Monitor projects on an ongoing basis by evaluating progress and quality,
managing the issue resolution process, and taking corrective action as necessary.
? Act as a liaison and participate in defining solution and project design to solve complex,
multidisciplinary business problems with long term implications. Conduct business and technical
analysis to develop and document a framework to support delivery of strategic project and
critical IT systems improvements. Provide highly skilled technical and management advice and
assistance to department, IT leadership and client community. Identify and solve project related
problems that are technical, business, and resource specific.
? Identify, mobilize and manage multidisciplinary technical review teams. Facilitate
brainstorming sessions, project kick-off, sprint planning, and lessons learned sessions. Chair
various project review meetings.
? Proactively manage expectations and day-to-day interactions with internal and external clients,
vendors, and stakeholders. Responds to inquiries about projects. Prepare project updates and
reports for management.
? Supervise, develop, and coach a team of developers. Ensure team has the necessary capabilities
and resources to be successful on assigned projects.
? Assists in developing departmental goals, objectives, policies, and procedures.
? Maintain knowledge and proficiency in the use of project management methodologies.
Continuously improve technical and managerial skills by participating in formal and informal
educational opportunities, reading professional publications, and maintaining personal
Minimum Education and/or Experience Requirements:
? Bachelor' s degree plus at least eight years related experience; or at least ten years related
experience; or equivalent combination of education and experience.
? PMP Certification is highly desired.
? 8 years of experience designing and delivering IT solutions
? 5 years of experience serving as a lead on application development/support teams
? 3 years of project management experience of a cross-function team for complex technical
? Experience with Lifeline program strongly preferred
? Strong application and systems architecture experience and practice.
? Strong technical background in .NET development platforms and run-time engines for these
? Experience managing web and mobile technologies across varying development platforms,
middleware and back end software components, including API’ s and micro services architecture.
